I have used a product called epoxy putty which is available at almost any hardware store. I combine the two components in the amount that I want to use, roll it out in a long "worm" about the thickness that I want, then cut to length the number of sandbags I want. I then put seams in the edges with my hobby knife and texture the surface with course material by pressing onto the surface and removing it. Press the still plyable sandback into location and let it dry. Paint to finish.

Roger that.

I have used Milliputt and roll it into about a 1/2-inch wide "snake" then cut into about 3/4 to 1-inch bages. Texture as described above.

Hi werewolf.

Some time ago I have put a article on this site on how to make sandbags (with pictures), here is the link.

I find self-hardeing modeling clay works well... and I press surgical gauss against the final shape to give it a "cloth / burlap" look. Quite easy. Roadkill's article (link above) is also quite useful!

Generally the same rolling and cutting process for me, but I use a self-hardening clay instead of the epoxy.

I used this method on one of my guntrucks and it turned out pretty nice. At any craft store the have modeling clay, you mold it stick it in the oven and it gets rock hard. But for making sandbags you dont stick them in the oven. Cut your sandbags to the size, glue them to the model, put a coat of paint on them and while its stil drying take your brush while theres stil paint on it and dip it into FINE sand. Then dap it onto the clay. The method works pretty easy and looks pretty good. Give it a try on a small pile m4 doing them on the model

Good Luck!
