I actually get similar requests myself (ie: Can I use images of models on your site?). Since I don't own copyright on these images that is not even my call. Ian has (I think) a large reference library and I am assuming people keep asking him to make copies of things. This is just his way of making a blanket announcement that he does not want to get these types of requests and that the requests will go unanswered.
