Well I just got off the phone to our only drug store that does compounding, and they told me it used to be real common here in the US, that even they used it to seal the wrappers to candy with it, but OSHA got in the middle and somehow declared it a hazard chemical, that for them to get me a bottle it would now cost me fifty dollars just for the shipping, now if they were telling me the truth, then I'm just passing it along. Now why, I have no idea, I even told them to what I read it was supposed to be harmless almost, but they stuck to what they told me and if I wanted a pint bottle it would cost me fifty dollars, so heck with that. Unless somebody can come up with another answer.

I have an idea - you may not like it though.
Just stick to the ole tried and true glues. I mean, I do not understand all the fuss over this stuff. Especially if you have to hold the parts together before you apply the stuff. Kinda seems like too much work for only two hands. Does it even work on PE? If not, than you're going to need some Cyanoacrylate anyway.

I had just bought an one ounce bottle of testors liquid glue for $2.29, plus tax, and I tried it on the barrel of my pak 40. Well needless to say I ended up getting a bottol of crazy glue to really finish the job, the testors couldn't even hold it together, and I had it all washed and everything, so the mess that the testors caused made it to where I had some sanding to do, but now it is in good shape, but the crazy glue cost near 2.50 for .18 oz., and with all the ones I've heard from said this ethylacetate could of done the job for like 15.00 US for 32 oz. or near to it, but I guess that is only for the people across the pond, and no matter which glue I used, I still had to hold it together. #:-)

I think the testors liquid glue you are talking about is the same as model masters ... very thin and dries quickly. Great for thin or small items but when you need a good glueing for bigger parts I use humbrol´s liquid poly. Its a bit thicker but really holds the parts well. I have been reading some Tony Greenlands books recently and he recommends this stuff as well.
When im modelling I use both. And I can see your problem using the testors! I bottle of the humbrol liquid poly will last for quite a few kits!

When reading about the Ethyl Acetate they were saying the smell had a fruity smell something like grapes, now that does sound better then yesterdays diaper for sure, and if OSHA didn't get in the middle it would of been a big money saver for everybody at $ 15.00 for a liter of it, that would be a lifes time supply for most, and the druggist said he used it to seal the wrappers on the candy he sold in the store, so it couldn't be to harmful, cause if it was he would know, being a druggist and all, cause they haft to know the chemical make up of things doing compounding, and of all things he wouldn't of used it to seal candy wrappers to be sold in his store. My best understanding is you can buy it still, but you haft to buy it by the semi load, which seems a little out of the question, if anybody could get a hold of a big user of it to bottle it up for us, and sell it to us for a reasonable price.
