You need to have a website to host the pics on. you also need to resize copies of the pics to an appropriate size. Note I said 'copies', never, ever resize your originals. Always shoot full size, you can make them smaller later, you can never make them bigger.
If you want to post them to the web you need a host, whether your own website where you can upload them or a server like photobucket, or the gallery here. Each has it's own different way to get the photos uploaded.

One of the simplest tools to use for resizing your images is Microsoft's Powertoys for XP Image Resizer It enables you to resize one or many image files with a right-click.

The reason you should use copies is that jpeg is a lossy compression format. That means when the files are made smaller, the information is perminantly lost. To make the files big again doesn't really work, it relies on the computer guessing what information should be there. This is what leads to jaggy looking pics, and what is called jpeg artifacts. Jpeg artifacts are most visible around the borders between areas of different colour, they appear as halos of odd colours, or random little groups of pixels.
It only takes a second to make a copy, but if you ever want to print off those files, you'll be glad that you have something better than a 640x480 image to do it from.
