I've read several post in these forums that the Johnsons Kleer is used for cleaning the clear plastic parts of the model. What other uses would this be good for in modelling?

It is a clear acrylic varnish, you dont clean clear parts in it as such, you coat the clear parts with it by dipping them and wicking off the excess then letting it dry in a covered container (to keep away the dust).

It can be used for anything acrylic varnish can be used for, plus people thin some types of acrylic paint with it and use it as a decal setting solution.

can it be used for the rest as well, or just the clear parts?

Well yes, just as any clear coat can. but you don't dip your whole model in the stuff! If you want to use it as a clear coat before decaling, you should airbrush it. It doesn't need thinning, you just need to play around with the presure to get it to cover properly.
