It comes from the older era where they had the old canons. The Cannon balls were put on a brass ring (monkey) and they piled them up in a conical shape. When it froze the ring shrank and the Cannonballs would fall off. So there for the yarn



Sorry folks, that appears to be something of an urban legend. Nobody really knows where the phrase "cold enough to freeze the balls off a brass monkey" came from.
