2004 Second IPMS-Philippines-Bert Anido Nationals Open
GENERAL COMPETITION RULES
1. Eligibility. --- The contest is open to all scale modelers. Models that have won either First, Second or Third Place honors in previous metropolitan or national competitions are not permitted to enter.
2. Content requirements. --- With the exception of dioramas, all entries must be made of at least Fifty percent (50%) styrene or resin content. Models predominantly made of brass, stainless steel or other photo-etched metals are eligible to enter after the appropriate content screening. Die-cast, wood and other pre-built models are absolutely prohibited.
3. Screening and Classification Committee. --- All entries will be screened by the Screening and Classification Committee, IPMS-P-BAC, upon ingress. The Committee shall classify and group all entries in their appropriate categories after the termination of the Pre-registration period, which will be set at least two weeks before the intended contest date.
The Screening and Classification Committee reserves the right to exclude any entry from a particular category or class or to altogether disqualify an entry for just grounds such as ineligibility, obscenity, excessive violence, and other socially unacceptable themes. The Committee likewise reserves the right to require the removal of certain parts for content inspection as well as the removal of model bases, cases or model parts from any entry. The decision of the Committee shall be final.
4. Awards. --- At least three (3) entries are required to open a category. In cases where there are at least three (3) entries, First Place honors will be awarded. Where there are at least five (5) entries, First and Second Place honors will be awarded. Where there are at least seven (7) entries, First, Second and Third Place honors will be awarded. The Organizers reserve the right to modify, drop, or create categories in the event of limited entries.
There will be awards for Best in Aircraft, Best in Helicopters, Best in Armor, Best in Ships, and Best in Figures, which will be bestowed in addition to the category award won by the entry. The additional awards mentioned above shall be bestowed based on the total points accumulated by each winning entry during judging regardless of the category.
5. Contest Area. ---
a) Where applicable, write-ups and/or pictures are prohibited on the competition table. Only name plates measuring up to 4 in x 2 in indicating the subject, scale and kit shall be allowed. Model builders’ and/or owners’ names are prohibited from appearing on such name plates. Any violation of this rule shall be a ground for automatic disqualification of the entry.
b) Except for diorama entries, all special effects, such as moving or motorized parts, lights and similar contraptions must be turned off at all times until after the judging period. Any violation of this rule shall be a ground for disqualification of the entry.
c) All participants are strictly not allowed inside the competition area during judging unless so permitted by the Organizers upon just and valid grounds. A violation of this rule shall be a ground for disqualification of all the offending participant’s entries. Individual entry scores will be posted after the judging period.
d) The Organizers shall not be responsible for loss of, or damage to, the entries for causes not attributable to the latter’s fault.
JUDGING OF ENTRIES
1. The following criteria shall be utilized in the judging of entries:

2. Judging of categories shall be done by a panel of judges. The judges’ decision shall be final.
RULES COMMON TO ALL FIXED-WING AIRCRAFT MODEL ENTRIES:
1. Figures limited to pilot and/or co-pilot and/or flight crew only, all of whom must be seated inside the aircraft. All other figures whether on or around the aircraft are not allowed.
2. Aircraft must stand up on its own gear struts or mounted on kit-provided stand; Provided, that flying boats and seaplanes shall be allowed to rest on display cradles; Provided further, that simple rods or similar simple devices intended to support tail-heavy entries shall likewise be allowed; Provided, finally, that mirror bases meant solely to allow a view of the undersides are allowed so long as they are proportionate in size to the entry.
3. Dollies, auxiliary power units (APUs), oxygen tanks, tow bars, wheel chocks and other equipment are prohibited. Boarding ladders must not touch the ground, and maintenance platforms and ladders are altogether prohibited.
4. Display bases of any sort are prohibited, except as provided in Rule 2 hereof. If the aircraft cannot be removed from the display base, or if the participant so elects, the model shall be entered in the diorama category.
5. All aircraft parts, weapons and accessories must be attached to, or placed on top of, the model. No aircraft part or accessory shall be allowed to be displayed beneath or around the model. Simulated gunfire, smoke, or missile/rocket launches are prohibited.
ADDITIONAL RULES FOR OUT-OF-THE-BOX (OOB) FIXED-WING AIRCRAFT MODEL ENTRIES:
6. Kits must be built in accordance with the instructions. Absolutely no modifications other than those specified hereunder are allowed. Copies of the instruction sheet shall be attached to the participant’s registration form and submitted together with the said form during the pre-registration period.
7. Only the following modifications shall be allowed:
a) Drilling out gun barrels and exhaust tubes
b) Simple tape or decal seatbelts without metal, resin or plastic buckles
c) Rigging and aerials
d) Changing of markings/decals
8. Entries with modifications not falling within the foregoing parameters shall be entered in the modified category.
RULES COMMON TO ALL HELICOPTERS/ROTARY WING MODEL ENTRIES:
1. Figures are limited to pilot, co-pilot and/or gunner/flight crew only, all of whom must be seated inside the aircraft. All other figures whether on or around the aircraft are not allowed.
2. Aircraft must stand up on its own skids or gear struts or mounted on kit-provided stand; Provided, that simple rods or similar simple devices intended to support tail-heavy entries shall be allowed; Provided, further, that mirror bases meant solely to allow a view of the undersides are allowed so long as they are proportionate in size to the entry.
3. Dollies, auxiliary power units (APUs), oxygen tanks, tow bars, wheel chocks and other equipment are prohibited; Provided, that towing wheels attached to helicopters with skids are allowed. Maintenance platforms and ladders are altogether prohibited.

4. Display bases of any sort are prohibited. If the vehicle cannot be removed, or if the participant so elects, the model shall be entered in the appropriate vignette or diorama category.

RULES COMMON TO ALL DIORAMA ENTRIES:
1. Lights, moving or motorized parts and other special effects may be turned on at any time by the participant; Provided, that the Organizers may require the participant concerned to turn off the special effects of unstable entries if the same will endanger other entries.
2. Dioramas and vignettes depicting obscene or socially unacceptable themes may be excluded at the discretion of the Organizers.
RULES COMMON TO ALL FIGURE ENTRIES:
1. Only one figure per entry is allowed. Several figures attached to a single two-dimensional base shall be considered and judged as separate entries. Figures on motorcycles, bicycles and animals are prohibited.
2. Simple, two-dimensional bases are allowed, so long as they are proportionate in size to the subject. Foliage, walls and excessive ground effects are prohibited, and will be entered in the diorama category. Smoke and simulated gunfire are prohibited.
RULES COMMON TO ALL MOTORCYCLE AND AUTO ENTRIES:
1. No figures are allowed on or near the entry. Entries with figures shall be entered in the diorama category if the same cannot be removed or if the participant so elects.
2. Display bases of any sort are prohibited; Provided, that simple mirror bases intended solely to show the under chassis will be permitted. If the vehicle cannot be removed, or if the participant so elects, the model shall be entered in the appropriate vignette or diorama category.
RULES COMMON TO ALL SCI-FI AND FICTION ENTRIES:
1. Only one figure per entry is allowed. All fiction figures shall be entered in the fiction figures category. Mobile suits shall be considered as Vehicles and shall be entered in the fiction Vehicles category. The Vehicles category shall include all types of space, air, water and ground craft.
2. Simple bases and cradles shall be allowed provided that their purpose shall only be to support the entry and are proportionate in size. Entries with disproportionately large bases and those with excessive detail shall be entered in the diorama category.
CONTEST PRE-REGISTRATION RULES:
1. Pre-registration.
There will be a MANDATORY contest pre-registration starting on May, 2004 at _____________________________________ during store hours, during which participants will be required to submit prior to the contest the duplicate forms of their prospective entries, together with the participant’s contact number/s.
It is understood that the pre-registered entries will be completed and ready for viewing on or before the scheduled contest.
IMPORTANT: Entries not pre-registered according to these Rules at least three (3) days before the scheduled event shall not be allowed to participate in the competition.
2. Documentation.
Participants are encouraged to submit, together with their forms, three (3) copies of an itemized documentation of the work they have done on each particular entry.
Such documentation should be typewritten or printed legibly on one (1) sheet of long white bond paper, and documentation for only one (1) entry is allowed to be typewritten or printed on each sheet. Each entry is allowed only one (1) sheet (front only) for their respective documentation. Photos which the participant desires to insert should be scanned or photocopied and made part of the same sheet.
The Organizers reserve the right to exclude or require the condensation of excessively long documentations. The names of the modeler/s and/or owner/s should not appear on such documentation. A violation of this rule will result in the exclusion of the documentation concerned.
Documentations will not be the sole basis for judging entries; entries will be judged on their own merits. Documentations will be strictly for judges’ use only, and will be kept confidential from the general public. Illegal and deliberate circulation of documentations within the contest area may be a ground for the disqualification of all the participant’s entries, upon the sole discretion of the Organizers.

Ok, this is the pattern on how you will work on the document. It MUST be submitted before Oct 11 (competition date). You can start submitting the form from June onwards at any Lil's branch (Makati and Megamall) Afterwards, you can send the model by Oct 11.

Hello Guys, it's been a while. I distributed teaser posters to both Lil's branches, JMN's, Hobbies and Comics and had one sent to Accurate Model Works in SM Southmall. I also believe that the rules and entry forms have been distributed to the same. And yes, there is an issue with STC in the sense that I'm sure the (un)popular owner of that store would not support anything that has Lil's' name on it, just like he didn't support the Sci-Fi contest I sponsored in 1996. So you won't be seeing posters and forms in the STC branches. Another poster will be made after we have gathered all the sponsors we can(a daunting task believe me).
I need an opinion, especially from the car modelers. Some have already asked at JMN's why there isn't a 1/20th scale category in cars. Since Tamiya seems to be the only one(I may be wrong)manufacturer active in this scale, mostly F1 cars, creating another category for it was scrapped. Do you think we can just include it in the 1/24th scale categories, so we don't have to open a new one? This would mean that the models have to compete with 24th scale models and vice versa, just like 1/32nd armor is classified together with 1/35th. Let me know what you think.

Long time no hear sir!!! Ok, as with the cars, siguro isama na lang sa 1/24 line of kits. Kung marami din naman yung 1/20 pwede rin ihiwalay... I did a little research and I think only Tamiya has the 1/20th version. Unless maraming variants para sa 1/20 (30 and up) I think pwedeng mag-open ng bagong category.

hey bull! yes i agree that the 1:20 & 1:24 scales cars can be under one category, but i believe that tamiya is the only manufacturer of 1:20 scale cars and those are the F1 cars, so i suggest kung maraming magsasali ng F1 cars, it may be a different category nalang din. how bout the bigger scales cars? im currently doing a 1:16 car now, wala ba category for big scales?

and another thing, revel and monogram cars come in 1:25 scale, it can be classified with the 1:24 and 1:20 scales nalang din

Thanks for the input guys! I guess we can include 1/20th scale cars(F1 or otherwise) along with the 24th scale. As with the bigger scales(1/16th and bigger), I guess it wasn't considered first as there only a few kits available and very few who can also afford them. But I will take it up on the 16th. I hope to see you guys at the meeting!

Can the entry form be in paragraph style like the sample below* instead of in bullet points in the previous sample SR posted?

I already made two versions for my entries (hopefully, 7 in total), one in bullet point style, the other in paragraph style, although I hope the paragraph style will be allowed.
