The system I use is thus:
Primer-I use a rattle can. Cheap stuff works great.
Base coat-enamel thinned 1:1 or acryl 3:2
IPO works well for acrylics.
Top coat-same as base
Camo-enamel or acrylic thinned 1:1, sometimes a little less
thinner for acrylics.
Filter(s)-enamel or acrlyic thinned 3:2
Gloss coat-I use Future, but any clear gloss will work;
don't thin.
Wash(es)-enamel or acrylic 1:10, you can find some paints
that are "color" clear that should be thinned 4:1;
I haven't done one with oils yet
Weathering-done by brush
Dull coat-any flat clear
You may want to try the hairspray technique or salt method as you progress.

Greetings,

If your first coat is a primer,no thinner they are usually sprayed on straight .All other coats are usually thinned.A good rule of thumb is thin to the consistency of milk.

Your question is a little vague,perhaps more info,type of paint and so forth

If you aren't using an airbrush, you don't need to thin your paints. Although, I do find it necessary to thin Tamiya paints. Usually dip your brush in Tamiya thinner or IPA, then load with paint.
