An Xacto knife and some #11 blades are a good place to start. Sprue nippers are real handy, as are some sanding sticks and various grades of wet/dry sandpaper. Good forceps (tweezers) are useful, as are a decent pair of small scissors.

What are you planning to build? Out of the box? Any photoetch or resin? Any scratchbuilding?

All Of it. If I can.

OK. All of it, eh?

Selection of needle files. Pin vise and selection of small drill bits. Various small pliers -- needle nose, side cutters, etc. Razor saws. Small table vise. Cutting surface (a small sheet of glass is often useful, but some prefer a "self-healing" soft surface). Toothpicks and microbrushes. Dividers and compass. Steel straightedges (at least six inches long). Square(s). Circle cutter. Chopper. Scale rule(s). Hemostats, smooth and toothed. Wire stripper. Wire cutter. Inside and outside calipers. Calculator. Putty knives. Dental picks. Mechanical pencils. Permanent markers, fine and very fine tip. Hole punches. Motor tool with variety of chucks and bits. Airbrush(es) and air source (compressor and/or tank). Variety of quality paint brushes.

There's a start. I'm sure I've missed something.

Here’s some more items that will help. Super glue (cyanoacrylate) ranging from extra thin to gel, super glue accelerator, plastic sheets from 0.005”-0.040” thick, alligator clips, clothes pins, different diameters of wire, different diameters of solder, soldering iron, flux, polishing compounds, candles, lighters or matches, pastel chalks or pigments, oil paints, thinners for the oil paints, future floor wax, different cements for plastic (MEK, Testors cements), setting solution for decals, fine drill set (#61-80), and Elmer’s glue.

Phew, there's a loaded question! There is so many odds and ends you can add to your toolkit that the list could be endless. Check this out, this is my "mini" tool centre:

Just on this little carousel I have:

Testors Liquid Cement
Various Pigments
Paperclips, Small
Paperclips, Large
Clamps
#11 Xacto Blades
Empty Vallejo Bottles
Glosscote Lacquer
Semi-Gloss Clear Lacquer
White Primer
Scatter Grip Scenic Glue
Blue-Tac
Brush Cleaner
PE Bending Tools
Flat-Nose Pliers
Large Metal Snips
Small Metal Snips
Sprue Shear
Needle Nose Pliers
Medical Iris Scissor for Decals
Xacto Knife
2 Pin Vise
Metal Brush
Fine Tweezers
Micro-Brushes
Locking Tweezers
Toothbrush
Small Hemostat
Standard Needle Files
Diamond Needle Files
Sculpting Tools
Dental Picks
Super-Fine Art Pens
Screwdriver
Dry-Brushes
Fine Brushes
Asstd. Brushes
Diamond Rifflers
CA+ Cyanoacrylate
Steel Wool Pads

This is sort of the minimum I need to feel comfortable taking on any model kit thrown at me. I have a bunch more stuff elsewhere, but that's mostly bulkier stuff I store until needed. Probably a bunch of stuff in that list you could pick up for cheap at your LHS or hardware store.
