Goffy Models does some 1/72 scale tank crews: http://armorama.kitmaker.net/modules.php?op=modload&name=Reviews&file=index&req=showmaker&makerid=133. Also some companies like CMK and Preiser make them as well.

Theoretically yes, especially if you do the math. The problem is that 25 and 20 mm are very loose scales. I paint 25 mm (sometimes now referred to as 28mm) ACW soldiers, and also build models. I put one of my 25mm riflemen next to a Dragon M4A3 (76) and the soldier is considerably taller than the hull of the tank (about a head taller). Even within those scales there is considerable size difference. Depending on the manufacturere, 20 mm is probably a lot closer. Having said that, my 20mm M4A3 (an MMS metal kit) is dwarfed by my Dragon kit.
As much as you can, I'd stick with something actually labeled 1/72.

Go with Sabot's recommendation. Goffy Model has a crew set for each that you are looking for. Prieser also makes some 1/72 crewmen.

MIG makes some tank crew figures for German, Soviet and British tanks. I've ordered from Models by Mickster. He advertises on this site and has a link along the right side of the page (ad shows the 1/35 VOMAG).
This site is your best source of information regarding 1/72 scale armor and accessories.

I bought a Mig set of three 1/72 German Grenadiers the other day (don't ask why... I have trouble doing a decent job with 1/35 figures.. ) They are in resin, with some very good sculpted detail. The equipment (which is separate) is adequate to good.
They are wearing full winter camo dress, which may account for the fact that they look a bit big. They are very nice figures though.
