I just printed up some decals,
Now what I have read, A coat has to be applied over the decal film
with the ink on it to preserve the graphic.....
Question?
"What do I use on home made decals to seal the ink to the film"?

Testor's Decal Bonder or Microscale Liquid Decal Film work equally well.
If you're silk screening a solid decal (ie, no lettering) it's not always necessary.

I use Krylon Crystal Clear acrylic spray to seal mine. Works great every time and is much cheaper than the little bottle of Testors sealer.

I just got some sheets of clear decal paper for inkjet printers from Micromark.. but they couldn't ship the sealer because of all the flight restrictions. Can I use a regular acrylic Gloss or matt clear spray, like Tamiya's for instance... or is that a totally different thing?

Hisham,
You can use any clear acrylic spray, remember light coats as most ink-jets use a water soluble ink. If you saturate it, the inks will run.
Krylon is just a readily available, and cheap brand to pick up if you live in the US.
