I was wondering when rolling a PE tube do you roll a bigger tube than what you need and then work down or the opposite?

First thing to do is Anneal it.   Heat it up so it glows red  then let it cool naturally.
I use a tube just a bit Smaller than what it needs rolled to and it seems to work for me.
