I picked up a Panvia Tornado by Revell pretty inexpensive on e-bay. It is missing the conical shaped nose cone. any tips on scratch building a replacement if I can not come up with an orginal?

Cant help you directly, but if someone can supply a nose cone from another kit on a temporary basis you could very easily make a mould from silicon and then cast one from lead, resin or even plaster.

You can also carve one out of balsa then vac-form a new one out of plastic. Another option is to contact Revell and see if they will send you a replacement part.
