I would like to connect 2 PS tubes with 2 different diameters and i need to make a conical part.
Does anybody have a good suggestion for the conical part ??

Depending on the diameters - try a pencil sharpener. For large size items you can just manually do it with sand paper or use a rotary sander and gently sand down the stock - the key to manually doing it is to go slow so you can get an even taper.
