Anyone have a suggestion on how i could make a small picture frame? The pictures are going to be about 1 1/2 " x 2".

Ken this is an old trick I used for frames for Dolls Houses

You may wish to leave off the Angle and just use the rod and channel---or substitute the rod for 1/2 round --- open angle for solid --the combinations are many ---imagination is all it takes
You can create a shape witha knife or file on the angle and/or rod to give some character to it
Best of luck

Ken I know that scratching is fun, but for a really cheap price Plus Model do a pack of Frames in Resin, plus acetate for the glass and a sheet of pictures, both reproductions and personalities, I used saddam Hussain on my M113 as a trophy. Have a look here the quality is great.
