YES. Most modellers, finish their models with a flat coat to take away the shine caused by gloss for decals, and the shine that sometimes comes with washes made from oils. There are a lot of flat cote brands out there, and you should have a trial run first. It needs to be really well stirred, because if not properly mixed, it can dry shiny as well. I dont have much experience with painting flat coats, prefering the airbrush for such, but would recommend a suitable aerosol can of flat cote. Maybe you should expand on your question and ask about the precise brand you use!

Sorry .. never used them. Would imagine distilled water should be OK, but you should wait on an answer from somebody who knows. W&N oils are best used straight from the tube when painting figures. You could also try a little piece of primed plastic and make a few experiments. Straight, slightly thinned, and heavily thinned. Even with an answer from an expert, seeing for yourself, is very useful and help you understand their qualities.
There is a painting forum for questions like these ... maybe more help would be found there!

What I meant by flat coat, I should have been more clear. Is I need to paint a flat paint over a gloss paint.
Is that ok?

Yes. Are you brush painting or airbrushing it? Either way you can do it. It may take a couple of coats if brush painting, but it can be done. "Q"
