An alternative to scratch building trees are tree kits made for the model railroading market. Another thing to do is go to craft stores and look through their floral departments for possible foliage. I have found much around my yard or walking through parks. One method I like is to make a wire armature twisted up with branches wound with masking tape and painted. Then glue on ground foam for the foliage.

I don't know how these work, cause I never tried them yet, but I seen a RR site mention something about using old hair curlers, the ones with all the bristles on the inside, but it mentioned about turning them inside out for shrubs and things, then to glue your favorite things that you use for leaves.

It never went into detail, I guess they figured you could figure it out on your own. They claim they worked great, I'm not sure, like I said I never tried it yet, but I'm passing it on in hopes that it helps.
