David Brown (lestweforget) shows us a very easy way to reduce the photo file sizes without photoshop or any form of program other than paint, it''s extremely quick, and even reduces them smaller than using photoshop or any other program.

Great way to reduce files if you don't have photoshop. But as a professional photographer, I cannot stress enough the need to retain your full size original files. Make sure you don't save over them. You will not be able to get good prints from a file that has been reduced in size.
You can always make photos smaller, you can never make them bigger again without them looking terrible.
