When you've done all you other weathering and dullcoated the model, do the following:
1. Chooking an appropriate earth tone, scrape the flat side of the chalk with a #11 blade to create dust.
2. Make sure the dust falls into a container. You can mix colors as you would with paint.
3. Using an old wide brush aply the dust to the model where dust wotld be expected to accumulate, with heavier accumulations closer to the ground and fading upwards. Also apply a coating where it would accumulate on topsides, especialy corners and it areas you'de expect crew ot have walked.
4. FOr exhaust stains, drag the briush away from the exhaust pipe as you'd expect to see ah exhaust stain. It should be narrow and dark at the exhaust and fade and get wider as you mve back.
Other thoughts: Pastels don't work on gloss finishes. Try not to coat the dusted finish unless you uese very light coats of dull coat. If you aren't happy with untreated pastels, they will wash off with water.

Well additional to these, i have to say that i have used rubbing alcohol to make them stabilised on areas for weathering and works nice. Also if u mix it with FUTURE u get nice thin mud for lowerr parts .

In addition, to Major_goose's suggestion, you could also mix pastel chalk with diluted tamiya buff, it works the same way as what alcohol does...I normally use the buff+chalk for tracks and hull sides...

Cheers
