Simple answer NERV: No.
MIG pigments and the newcomers, Figments, et al, are powders. You can get pretty much the same effects with ground up dry pastels.

Pigments are the 'essence' of what paint is. Meaning, that pigment powders in whatever colour, are what paints are based upon. Hence, start with RED pigment, add your desirable transport 'medium', and voila, you have Red paint.
You can achieve somewhat similar results with pastels, but pigments are dramatically stronger in their effect.
