I'm guessing someone, either at the behest of a government or for ha-has, hacked the site and put this up. If people can hack into the Pentagon's and other secure sites, how hard would this be?
If for a government, it could be done to be quickly revealed especially since the writing made no sense according to one on-line report, and make the owners of the site look foolish (a little disinformation goes a long way) and if for fun, well, the reward would be in the doing.
