filtzer created a banner for me to use I am having trouble to get it to view properly. What can we do?

I did get the banner to post, I am curious though, as to why the all appear to cut off at the bottom. Mine is not the only one that seems to have this problem is it a bug in the system? Or are the requirements for the size not what is really listed?
