I was in Rome a couple of years ago, and found a couple of hobby shops. Fairly good ones.
I don't remember the exact address, but I think one was located in the street Via dei Gracchi near the Vatican.

The other one was located in the area between the park "Borghese" and the Termini (train station).

Try to contact the IPMS chapter in Rome http://www.ipmsitaly.com/centri.html#ROMA

I was in Rome last month, and discovered a nice shop:
Nair Hobby di F.Muri
Circonv.Ostiense 287. 00154 Rome
Phone: 06 5743900
It is not in the centre, but it's worth a visit. Also be aware it is open evenings only. No web for this one (as far as I know)
In Barcelona there are several shops, for example:
- Hobby Galan
Psje. dels Garrofers, 12 TF.(93)2001139 - Fax.(93)2021568 - 08041 BARCELONA (SPAIN)
You may visit their web at www.hobbygalan.com
- Jordi Rubio
Av. Gaudi 56. 08025 Barcelona
Phone: 93 433 45 53 Fax: 93 435 78 79 E-mail: [email protected], website: www.jordirubio.com

The best is probably Jordi Rubio for less 'commercial' stuff...

However, Hobby Galan has got a permament discount on Italeri and sells the more 'commercial 'stuff...

Don't forget to pay a visit to Crielmodel in Rome. They've got very nice kits of quite unusal and little known Italian AFVs, trucks, artillery and figures. You can find them in Via Valfrè 23 in Rome.
You can also visit their internet site
