Wow, where to start. First of all welcome and this site is the first tool for any modeler, so you're well on your way.
As far as vises - panavice http://www.panavise.com/ makes a great vise.

Brushes I have lots and lots, it depends on the use as far as how nice they are. Flesh tone oil based brushes are the nicest ones. They range from very small to about 1/2 inch. Depends on what on sale at Michaels at the time. Once they don't paint very well you can use the bristles for grass in a diorama or vignette.

Paint - I'm partial to Tamiya acrylic, but have been venturing into Model Masters and Polyscale and have not been dissapointed. Look into "hobby acrylics" like Apple Barrel too. They are a great alternative for certain things.

I use mainly acrylics and some oils. Oils are mainly for flesh tones and washes, so not a great deal of use with them. They are very nice and I am slowly converting over to only oil for flesh.

The best brushes are Winstor and Newton, If they fit in your budget then get those.

Tamiya paints are really good. Tamiya also makes the extra-thin cement, it is the best one I have tried so far.

good luck
