I wondered in the end who was after them, the US Army or merely the Illinois National Guard?

According to the film wiki, it was the ING, various LEO units, and the 'military police'. Which military is not specified.

The scene where they flew off the bridge was filmed in Milwaukee on the unfinished freeway ramp to the Hoan Bridge. I worked at a company called "Roller Fabrics" during the filming that was right next to the freeway about a block or so from the "launch zone". It's shown during the drive by.
