I would like to know how to make a campaign proposal.

Because of the coronavirus and the different countries declaring the state of emergency I would like to propose a campaign so that anyone who wish can take part of it. To make things easier it could be anything, any scale and in any progress state (partially built, completely built, partially painted).

Regarding the time period it could be from now to the end of the year.
