Can you draw on a painted surface, with a gel pen? I was going the route of a copic marker, but white is nearly impossible to find with a fine point.

You should be able to use a gel pen on paint but I don't know how successful the results will be . If the painted finish is glossy the ink may bead up. If the painted surface is flat, the ink may seep beyond the lines of where you want it to be. You will need to experiment. There should be a happy medium between the two finishes where the gel ink will perform as you want it to.
