is there anybody that makes engine hatch resin replacement handles for US tanks from the 1950's to the 1970's

None that I know of, but I'd be interested if there was! You mean those D-shaped lifting rings, right? I've made my own in the past by whittling some Evergreen strip to the correct shape to fit inside a ring, then wrapping fine brass wire around it to make the handles. It's tedious, but it works.
