I just used some Testor's puddy to add Mae West life jackets to my Catalina crew men. It looks alright with painting and sanding but i can't imagine how one would sculpt details with it. Any suggestions for my next project with the stuff?

Testors putty is not the right type for sculpting figures or clothing with. It is too wet and dries too slow. You need a two-part putty such as A & B Putty. It is the consistency of modeling clay and comes in two parts that you mix together. It hardens in about 20 minutes and holds detail well.

Also, with Testors (and Squadron's Green or White Stuff) you're dealing with a solvent based putty. Using significant amounts could melt plastic. More than one modeler has had a bad moment when he used this stuff as nose weight and watch in horror as the nose drooped off his plane.
Gino's right, epoxy, whether smodeling specific like Tamiya, (though pricey for what you get) Miliput, Black Gold, etc, or even hardware store 2 part epoxy putty will do you fine.
Just make sure to use equal parts and blend it thouroughly.
