At first these thin glass balls were filled with salt water but they later used Carbon Tetrachloride as a fire suppressant. The idea being that anyone could throw these at the base of the fire like a softball upon which they would shatter releasing the chemical. However they were generally phased out starting around 1910 due to the harmful affects (to humans) of the CTC. These devices may still be found in some antique sales.
