3. All vehicle parts and accessories must be attached to, or placed on top of, the entry. No vehicle part or accessory shall be allowed to be displayed beneath or around the model. Simulated gunfire, smoke, or missile/rocket launches are prohibited.

IF and only IF this rule applies to the OOTB category, it's fine with me but if this rule also applies to the modified category then I strongly object to this rule. I mean where's the sense in modifying if you can't put accessories around the model? why only on the top? For sure in the field of battle, soldiers would almost on common sense tie up their gear or packs or buckets (in WWII of course) around their tank since hooks & grabhandles are usually located on or near the sides of the tank right?
For example, the top of a Panther tank or a Tiger tank turret is small or not large enough at the most plus there are no hooks/grabhandles anywhere on the top so putting stuff on top of it would be impractical. Deciding to put these stuff on top of the engine bay would be also impractical since the air vents/exhausts will be blocked. Putting these stuff above the driver's hatch would be impractical also because the view might be blocked because obviously many drivers are more comfortable sticking their heads out for some air (unless in combat situations of course). So where on earth would the crew put their stuff but at the sides of the hull or turret. IF I am right, then how come putting accessories around the tank be prohibited?

I hope you get my drift. You can clear me up for any misunderstanding.

IPMS-BAC members ruled that putting accessories beneath and around the model already constitutes a diorama. These objects, not attached to the model itself, are technically not part of the model.

Modifications are limited to stuff directly applied to the model. A jerrycan, crate, or backpack that's not sitting ON the tank you mentioned or attached TO the tank you mentioned is NOT part of the tank model, and therefore is not considered a modification.

Given thus, just make a diorama

This has been the issue raised regarding the "optional base". Once that issue has been settled this rule might be subject to change.

Yup.

"Around" meant stuff that are not *attached to* the tank.

IMO, OOB is out of the box. Kung wala sa manual yung pagkabit ng additional stuffs around the tank like jerry cans and bags, then it's considered OOB. Plus, adding something on top of the tank covers the view of the tank. If you're entering in a tank category, chances are, they are more interested in the tank than the equipment so they want atleast 80-100% of the tank to be shown. Just my .02 cents. Let's wait for the official announcement.

Thanks for clarifying that!
I'm seriously thinking about using the Eduard's stuff and some tiedowns from the scrap box.

Well, if it's not in the box then its a modification.

Well in the modified armor category I think the extra goodies does affect judgement. That's why it's called modified armor since they are already considering the extra tidbits (or sometimes the overload of extras like tank interiors) on the tank.
