Whippet bogie wheels help

I've just started my Takom Whippet. According to the instructions I Do NOT glue the wheels to the axles. But, when you place them in their holes on the frame there is no "do not glue icons". What's right ?? Or does it matter ??
I'd normally glue the wheels to the axles and place all those darned bogies in their holes on the main frame and trap them with the other (lack of a better word)frame.
HELP !!! and thanks in advance !

Unless there is a reason you need the wheels to rotate, just glue them in place. I just left the drive and tensioner wheels unsecured.
