I need a beginners book on modeling. Something listing basic tools, decals, painting etc.Can anyone recommend one?

Hi Darrell,
For a first approach I would recommend this online guide:

It is focused on aircraft but can be used on any kind of plastic modelling.
If you want a book it may depend on the type of modelling. For armour, Adam Wilder has released two volumes that look very good (see recent reviews on this site), plus Ammo is publishing a huge -and pricey- encyclopaedia.
Although older and outdated in painting techniques nowadays, I still like Tony Greenland's "Panzer Modelling Masterclass"
As for aircraft, again Ammo is also in the middle of their multivolume encyclopaedia, and Daniel Zamarbide from AK Interactive has his FAQ
