using Model Master liquid cement. last few days it doesn't seem to be drying well. Has been very drizzly/damp for several days. Is the glue getting old or is the weather affecting it?

It is more likely that the glue is too old. It bonds by chemical reaction that should not be affected by weather conditions. I would try a new bottle of glue.

Dampness is something the Brits are well accustomed to and I have never heard of this issue before, as such I think Gino is spot on.
