Does anyone know of a bending tool with a hard steel (or stainless) top piece? I'd love to find something like the "Bug" made from stainless.

the metal on the small shop one is top notch aircraft grade

I bought from UMM-USA one of their small PE folding tools that I rarely use for aircraft builds, rather my go to tools are two flat surface pliers with smooth inner surfaces that are perfect for small cockpit parts, etc.
If you live near a well stocked Art Supply store, they have quite a selection of specialty tools that work quite well with PE parts.
