DIY decals question

Hi Everyone,
I've started down the path of making my own decals. I got started after watching a short tutorial on u-tube. On the tutorial the viewer is instructed to seal the face of the decal with something like Testors Clearkote.
All was going well until I decided to test a decal softening solution on my first series of test decals. Basically, nothing happened. So, I'm wondering what you people out there seal your decals with that works with softening solutions?

Microscale liquid decal film.

brush on or thin with alcohol and spray on.
what kind of paper are you using?

Thank you for replying. The paper is 'waterslide inkjet decal paper'. It doesn't have a brand name other than that of the supplier decalpaper.com.au. I appreciate your recommendation.
