Need some help. Trying to resize some photos for a web page I am uploading to but the photo needs to be EXACTLY 200x150. For some reason my sad windows photo imaging software does not allow for such exact standards. Any one have an easy way to do this that does not require me to download some sketchy program, thereby crashing my computer?

Have you just tried using MSPaint ? Assuming you are using Windows. I do it all the time to upload to Kitmaker. I usually need to reduce my pics down to 800x600. Just open your pic in MSPaint. With the Home tab selected (Win 7 or Win 8 ), you should see the Resize option. With the resize window open, select pixels (defaults to percentage) and just type the size you want for horizontal. If you have the maintain aspect ratio select (it is by default), the vertical is automatically calculated. Click ok and voila. Hope this helps.

I always use XnView which is quite simple but powerful.Apart from resizing/cropping you can also make some adjustments on brightness, color, etc. Give it a try.

I use Faststone Photo Viewer and Resizer on my laptop. These are simple and free. The Viewer allows you to resize an image by manually cropping them, I use Resizer for batch conversions.
I hope this helps
