Finishing up a USS United States. How do I use the flag decals? Instructions do not tell how to use them.

Could you be little more specific of which kit you are building?

If these are true decals and not paper, sandwich a piece of
aluminum foil in between the 2 halves.....let dry and add folds
to your liking.

If they are paper, bend and spread some diluted white glue and stick together.
Once 75% dry, add folds to your liking.

Don't forget to add a piece of thin string at the fold line and mount
the string to the mast...this applies to both types of flags...decal or paper.
