I have a bunch of different grits of sandpaper and lots of wooden sticks. I just have to find a way to attach pieces of sandpaper to sticks. What kind of glue should I use? I've tried a wood glue but it had no effect on sandpaper.

PVA should work with sandpaper having a paper back.

I made a bunch of sanding 'sticks' by gluing different grades of wet/dry paper to the Styrofoam covers of egg cartons. cut them to width and off you go, they're flexible enough to get into small spaces and around curves. I used rubber cement to attach the paper to the foam.
If you make several grades of sanding sticks, remember to mark the grit on them in several places so you know what grade it is when you pick them up.

You may also try heavy duty double sided carpet tape.

Although not as flexible as other methods mentioned, I just cut emery boards to size.

Wooden sticks are not very flexible. Maybe, I'll cut styrene sheets and glue different grits of sandpaper to them.
