No, it isn't
You have to use lacquer thinner, acetone or isopropyl alcohol 90 degrees to dilute it

You can thin Tamiya putty, and Squadron Green & White putties with Testors liquid glue.
I don't think you can thin it with Iso alcohol since it's not a water based product.
