Take a look at the older KV tanks from Trumpeter which are excellent for the price and can be got just about anywhere.

Really good deals can sometimes be found here, or on Ebay. Just make sure you take in the shipping costs when you factor your price.
Another place to look is at model shows in your area. While there are some vendors who think that plastic is gold, a lot of others offer pretty reasonable deals. Here it is better to save your money up so that you can look into buying multiple kits. Most vendors will knock the price down on those sales.
For websites, keep an eye on Squadron's. Some of their sales are near unbeatable.

In the US,Megahobby,SprueBros,Squadron are reliable.As stated save up and buy several,saves on S&H.Occasionally ebay has deals if you don't get sucked into bidding wars.
Actually there are some good deals right here on Armorama.
