I am currently considering using the hairspray technique to memic paint wear on a T-55. I've seen great results. However, my bigest question is how does it stand up to the test of time. I'm afraid after some time the paint on top the hairspray layer will start to flake off. It would be a shame to put alot of work into something just to have it decay over time.

Anyone have experience with this?

It should not, as long as you use a good clear coat after. I tend to use Future, for weathering, then a couple coats of Testor's Flat.

Once you are happy you have removed all the paint you want to just spray with a good varnish, flat or gloss - your choice, and everything should be fine. Once sealed the hairspray will not react further with water, this is evidenced by the fact you can apply decals with no effect on the paintwork. Good luck and all I would say is, buy an unscented hairspray - unless you want your model area smelling like a hairdressers for days afterwards.
