Soap, water, and an SOS scrub pad. I'm sure the $1 ones work just as well.

Yes, let the glue dry. Generally, I use ca glue that dries very quickly, something like 20 seconds.

If you are talking about CA glues, they can be removed in seconds with acetone. Nail varnish remover is a helpful choice.

Acetone attacks skin and leaves your hands extremely dry.

Wd-40 is awesome. It removes anything from hands. Try it you won't be disapointed!

Styrene cement and 2-part epoxy will wipe off when wet. When dry, they should just peal off.
For super glues, I will initially use some super glue debonder on the spot, then wash my hands with soap and water. That will get some of it (and clean up the debonder). The rest will eventually wear off over the course of a few hours.

Another useful tool for removing superglue is a pumice stone. Look for them in the cosmetics section. They last longer than SOS pads

You need a strainer, too, so you don't lose the part you glued to your fingers.
