If it's really small you can score it with a needle file on one side, then snap it off by bending it away from the score line with a couple pairs of needle files. If it's larger, you can use a cutoff wheel in a Dremel, a hacksaw blade, or a purpose made tubing cutter.

Yes, I agree with Jessica for the larger tubes tubing cutter is a very handy tool
For the smaller ones I personally use the bigger cutter. I put a metal rod in the tube to prevent deformations then I let roll the tube under the blade until I see a quite deep score line. Finally me too I snap it off them using the needle files

Cheers

Jessica and Mauro: Thanks for the input. Sounds like I should go get a tubing cutter.

Hi,
I insert a matching rod into the tube to prevent it from being deformed, wrap a small piece of Tamiya tape around the tube to have a cutting mark and then I cut the tube using a jigsaw with a metal-cutting sawblade. I saw along the edge of the Tamiya tape until I'm almost through, then I roll the tube to the opposite side and make the final cut.

Cheers,
Rainer

Hobby knife indeed works well for smaller tubing. Don't press the knife too hard when rolling or you easily end up squashing the tube out of round, which is not only nigh impossible to fix especially with smaller tubes, but only prevents the tube from rolling properly.
I find this method surprisingly quick and clean, with little clean up required if you work carefully.
