I am looking for a local, close(ish) hobby shop, either virtual or brick and mortar that ships paint at a reasonable rate.  The only Hobby Shop (a train store) withing about 300 miles of me has stopped carrying Testors Model Master paints.  
 I am looking for a good supplier and maybe someone who is active here to send some business.

You could try New Brookland Railroad & Hobby in West Columbia, SC.
They carry MM, Tamiya, Testors/Polly Scale Rail Road (+ some A/C & Vehicle), and Floquil Rail Road Paints.
Since I work about 5 miles from the store, I just drop by during lunch or after work, so I don't know their shipping parameters, but I do know they will special order items from their distributor(s).
New Brookland carries a nice little line of mostly 1/35 Armor Kits besides their extensive train stuff.
