Does photoshop have a feature that can scale drawings pictures that I import to 1/35 90mm etc

In Photoshop you have to:
- check the image size you've imported (Image > Image size) selecting in the Document Size section of the tab the appropriate measuring unit
- work out with a calculator the new size and insert it in the Doucument Size section
Not being Photoshop a vector program but a raster program this tecnique works only when you shrink the image, getting it bigger the quality drops quite dramatically...
