Recently built a winter scheme KV1 and found an easy and cheap way to make snow. Grind up some florist's foam and mix it with white paint. Use an old brush or palate knife to apply. If you want it to look like muck, mix in a little light brown or gray for slush. Hope this helps.

I like to use Micro Ballons product. It looks like crystals or you can mix it with paint to get apacked snow affect.
