I guess you could say that the TUSK upgrade is the "unofficial" A3 version.

No, you can't. The A3 is fundamentally a different tank with loads of goodies. Bottom line is someone has to want it and pay for it. GD can develope tons of features but the customer has to want it.

The Tank at the plant is known as the M1E3 (Exerimental), some have been trying to get the program named changed to A3. I don't believe that's happened yet, but if you brief it long enough it will happen. No pictures yet, things being kept under wraps (OPSEC).
