wondering if I can get some help, working on a m978 refueler, glued the hubcaps to the stock wheels, then realized i was going to use resin wheels instead. I need to dissolve the testors liquid cement I used. Anyone know what I can use without damaging the parts.

Welcome aboard Kevin1964!

About the only help that I can offer you with in regards to dissolving Testor's Liguid Cement is to carefully apply more of the LC to that area and gently loosen the part to be removed.

Carefully and gently are the key words here.

I'm sure that those that are more in the know here will offer you better solutions, but this has worked for me in the past.
