I have two sizes of Punch and Die sets and a Olfa Circle cutter but I'm still running into problems making discs that are inbetween the smallest size I can make with the Olfa circle cutter and the largest Punch I have. Anyone have any suggestions?

Head to a supermarket or an hardware store and get a tool the shoemakers use to make holes in the leather. There are six to eight different sizes of holes you can cut on each tool and there are tools with different sets too. They are also quite cheap. To take out your disc just push it out of the tool with a cocktail or a barbecue stick...

I don't know what you are punching holes in but I have made punches in the past out of brass tubing. Get a length of brass tubing with the diameter of the disc you need and sharpen the inside of the end. I took an exacto knife a cut a 45 degree angle on the inside diameter. Tap it through the plastic. The disc will probably get stuck in the end but just knock it from the other end.
